A treatise on the regime of the sea, and in particular of coastal waters. It frequently quotes the Corpus iuris civilis, less frequently the Corpus iuris canonici, and some Jus Commune authors - see below. The work attacked an opinion expressed by Hugo Grotius, Mare liberum, 1609. Grotius wrote a reply, which is preserved in manuscript.
