Quando aliqua opinio est approbata in aliquo foro per consuetudinem, non debet iudex in tali foro ab ea opinione recedere, licet communis (opinio) sit in contrarium. Main parts of the MS:

The two main parts of the present MS may formerly have constituted separate volumes, as the use of different paper and the re-start of the numbering shows. Nevertheless three facts suggest that the two formerly separate volumes belonged together, from the outset: both volumes are decorated in the same manner on the two first pages, and their character of handwriting is similar, and the same additional hand wrote notes in the margins and corrected and completed the text
